Too often system selection is based on simplistic directives – 'I want a new system which does X, and I don't want to pay a fortune for it!' If the focus of the selection is purely on replicating existing functionality and the cost of the initial licence fees (ILFs), then it will result in a system whose usefulness will be short-lived, so that in the long term it will prove a costly choice.
