Bank of Punjab looks for a new core banking system, but doubts raised over RFP

Pakistan-based Bank of Punjab is looking to replace its in-house developed Cobol-based core banking system. The bank is looking to roll out a new platform to its 400 branches, and hopes to interface new technology such as internet and mobile banking. However, Transparency International Pakistan has raised concerns about the selection process.

Given the requirements mentioned in the article one can only presume that the bank has a (limited) number of specific vendors in mind. No doubt they have taken care to ensure that in doing so they will still obtain the best value for money for the stakeholders (the citizens of the region who, through the government own the bank). Personally though I find it difficult to understand why they would want to exclude so many other reputable vendors from bidding, but then there is no doubt a valid reason(s). You would have thgouht thouogh that it would be in the bank's and their stakeholders' interest to also look at vendors who are not present in the cutry (and therefore perhaps have something different/not yet seen) to offer.
