A ‘payment’ is a wide-ranging term that refers to the transfer of wealth from one party to another. This can take the form of cash, credit or debit card transactions, cheques, money transfer or bank transfers. The systems behind these payments will always require a number of counterparties working in close co-operation. For example, in a credit card payment normally four parties work together: the buyer (the card holder), seller (the merchant), issuing bank (the institution that issued the card and which will authorise the payment) and acquiring bank (the merchant’s bank that will receive the credited funds).

The payments industry has traditionally been fragmented with domestic and international payments operating separately, both within banks and in terms of the market infrastructures which support them. This has resulted in each country often having its own payments infrastructure, rules and clearing systems, although the EU is attempting standardisation in its member nations through its Target 2 platform, the creation of the Single Euro Payments Area (SEPA) and the issuing of its Payment Services Directive.

IBS Journal Payments Supplement 2013When processing a payment, a distinction is made between ‘high value, low volume’ payments, that are often international or inter-bank payments which are processed via an expensive real-time gross settlement system, and ‘low value, high volume’ payments which are often domestic retail business which are cleared though some form of low-cost automated clearing house. Swift is often used for non-urgent inter-bank business – national or international.

The industry around payments has been fairly static for a number of years, but recent regulatory changes, such as SEPA and the Payment Services Directive in Europe (mentioned above) and Check 21 in the US, along with the advances of new technology, such as mobile payments and pre-paid cards, have made banks review their payment systems. Banks are facing increased competition in this sector, particularly for internet and mobile payments, and are embarking on new projects to re-engineer their payments systems.
